NOTICE OF SALE OF BONDS
In accordance with Title 62, Oklahoma Statutes, 2001, Section
354, notice is hereby given that the Board of Education of Independent
School District Number 50 of Kay County, Oklahoma, will receive
sealed bids on the 18th day of March, 2008, at 12:00 o'clock,
(Noon) P.M. at the School's Library, 1265 Church Street, Kildare,
Oklahoma, for the sale of $260,000 of General Obligation Building
Bonds, Series 2008 of said School District, which Bonds will
mature $35,000 annually in Two (2) years from their date and
$35,000 annually each year thereafter except the last maturity
shall be $50,000.
Said Bonds shall be sold to the bidder bidding the lowest rate
of interest the Bonds shall bear, and agreeing to pay par and
accrued interest for the Bonds. Each bidder shall submit with
his bid a sum in cash or its equivalent equal to two (2%) percent
of the amount of his bid. The Board reserves the right to reject
all bids.

NOTICE IS HEREBY GIVEN that the City of Newkirk, Oklahoma will
receive sealed bids in the office of the City Clerk, located
at 107 West Seventh, Newkirk, Oklahoma until 4:00 P.M., Central
Standard Time, on Thursday, March 27th, 2008 for:
Newkirk Senior Citizens' Center
The Owner reserves the right to waive any formalities and irregularities,
and the right to reject any or all bids, and to accept any bid
he considers advantageous. No bidder may withdraw his/her bid
within 30 days after the date of the bid opening. Bids shall

The Board of County Commissioners of Kay County, Oklahoma, met
in regular session at 9:00 o'clock a.m. on Monday, February 11,
2008, in the Commissioners Court of the Kay County Courthouse
in Newkirk, Oklahoma. Notice of the meeting was posted
for public information on February 8, 2008, at 8:30 a.m. at the
Courthouse front door, Commissioners Court, and basement handicapped
entrance of the Kay County Courthouse in Newkirk, Oklahoma.
Chairman Wilson called the meeting to order. Those present
were as follows: Peggy Ennis, Vice-Chairman; Dee Schieber, Member;
Judy Barnes, Kay County Assessor; Christy Kennedy, Kay County
Treasurer; Mary Ramey, Kay County Court Clerk; Everette Van Hoesen,
Kay County Sheriff; Kay County Assistant District Attorney (ADA)

Motion was made by Schieber and seconded by Ennis approving regular
meeting minutes of February 4, 2008. Motion carried:

Jail Issues: Undersheriff Steve Kelly reported the daily
inmate count showing 100.
Chairman Wilson said he spoke with a representative from Sweeper
Metal Fabricators; Wilson told the representative until doors
in jail are working satisfactory they will not be paid.
Undersheriff Kelly said the touch screens have been ordered;
Kelly reported it will be May 2008 before they will start installing.
Kelly asked the commissioners for financial support to hire an
additional juvenile transport officer. Kelly said they
have had a considerable increase in transports. He talked
about different options with the person hired and said one possibility
would be a jailer/transport officer etc. Kelly also mentioned
the miles traveled this past year in transporting.
Wilson mentioned the possibility of hiring a maintenance man/transport
officer. It was the consensus of the commissioners to take
into consideration.
Motion was made by Schieber and seconded by Ennis to recess at
9:22 a.m. and enter into a Special Meeting of the Kay County
Home Finance Authority. Motion carried: Schieber,
aye; Ennis, aye; Wilson, aye.
Motion was made by Schieber and seconded by Ennis to reconvene
back into the Commissioners Meeting at 9:30 a.m. Motion
carried: Schieber, aye; Ennis, aye; Wilson, aye.
No action was taken on the invoice from Craftmaster Hardware
because the company sent the wrong motor for jail cell door.
The correct motor is being shipped and will save the county $300.00.
Road and Bridge Projects, Circuit Engineering District (CED #8:
Schieber reported the District and State meetings will be held
in Oklahoma City this week. Schieber talked about the super
two lanes to be built on Waverly/Hubbard/Hwy. 77 with 12 feet
driving lanes and 10 feet shoulders.
Motion was made by Schieber and seconded by Ennis to Table Contract
with Lewis Associates Architect regarding the courthouse roof
for further review of the contract. ADA Clark told the
commissioners it was a detailed contract; Clark said the legalities
were normal and reasonable, but he did read for content.
Clark said it is good business sense to read through thoroughly
and suggested to the commissioners to table until they had a
chance to review the contents.
A representative with Lewis Associates Architect said the contract
has two parts, terms and conditions and details of what architect
will do.

Position/hiring in the custodial department: ADA Clark
said the custodians do not work for one specific person.
Clark said the commissioners need to clarify who is responsible
for that particular department, all of the commissioners or just
one commissioner, before hiring for retiring custodian Les Johnston.
Motion was made by Schieber and seconded by Ennis approving District
No. 2 Commissioner to have the position of overseeing the custodial
duties for the courthouse and jail. Motion carried: Schieber,

closet putting out false readings was also mentioned.

Hiring an additional juvenile transport officer and miles traveled
for transports was discussed between commissioners and Sheriff.
ADA Clark told the Sheriff he did not need the commissioner's
permission to hire, but needed permission for additional money.
No action was taken.
Motion was made by Schieber and seconded by Ennis to approve
Contract with Lewis Associates Architect regarding the courthouse
roof by adding to the contract re-caulking windows around 5 bays
when roofing. ADA Clark said it was fine to add that wording
to the motion and then we can negotiate with Lewis Architect.

Motion was made by Ennis and seconded by Schieber to Table bid
specs for ladies restroom renovation. Wes Coonrod, Coonrod
Construction, presented specifications for this renovation.
